Job Description
Financial / Monetary:
Ensure support of financial planning and budget cycle with the necessary Level of Authorities metrics (LOA) and information related to procurement performance.
Customers / Clients (Internal):
- Build strong collaborative networks with internal business partners according to SALs and procedures.
- Ensure change management, effective communication and stakeholders alignment are in place.
- Support developing the procurement strategy in alignment with business units.
- Develop, review, and align relevant procurement KPIs, SLAs, procedures, and policy across the organization.
- Ensure required specialist and infrastructure support are in place to enhance the quality of processes and performance of corporate procurement overall.
- Ensure risk mitigation and business continuity plan are considered in accordance to assigned spend of group categories.
- Convey periodic awareness of procurement roles to reflect a positive image of the added value.
Supplier / Vendors (External):
- Ensure registration, development and implementation of supplier’s relationship management program are followed in close alignment procurement managers.
- Ensure periodic assessment for key suppliers are conducted to promote performance.
People / Employee (Cross Functional)
- Manage and direct an expert team for governance and support within procurement.
- Balance out capacities and workload within own team.
- Support in Creating a healthy environment for team work, commitments and individual accountability within own team.
- Develop won team competencies and share best practices and knowledge and encourage feedback to enhance performance.
- Identify development areas and ensure own team attending assigned training courses.
- Acts as role model to his/her team and exercise/promote the Panda values.
Internal processes (Productivity/Quality/Compliance/reporting)
- Define, implement and continuously improve the corporate procurement organization, processes, policies, procedures and system output to suite its customer needs.
- Ensure team compliance to corporate Procurement governance, regulations, policy and procedures and code of conduct for non-trade products and services related matter.
- Generate appropriate analytical reports on contracts status and inform stakeholders accordingly.
- Improve practices within own team in compliance with the department policies and procedures.
- Improve the degree of automation for applicable procurement processes and activities.
- Ensure sustainability and risk management principle measures are in place.
- Ensure coordination with Audit, Legal, and/or any relevant functions in a timely manner.
- Develop periodic compliance report to check corporate procurement health and validity.
- Develop department templates such as contracts, supplier registration, supplier’s assessment, and proposals assessment matrix…etc.
- Develop archiving mechanism to allow for easy access to agreements and their details.
Skills
Education
- Bachelor degree in Business Administration and or Engineering
- Project Management certification is preferable
Experience, Skills & Competencies
- Minimum 5 years ’ experience in (Commercial/Contract Management/Sourcing )
