Senior Procurement Officer

Job Purpose

To execute Corporate Procurement strategic plans by following the systematic approach to realize the maximum benefits out of all buying activities for non-trade goods and services to contribute to the department performance.

To Undertake business needs assessment, supply market analysis and commercial risk assessments to inform procurement planning and sourcing decisions. 

To Develop, coordinate, and lead sourcing activities to establish supply arrangements that meet business needs

To Develop and administer contract management plans, negotiate changes and modifications, supplier performance management and compliance requirements through effective supplier relationships to enhance business outcomes

To Plan and lead contract negotiations in the establishment and review of supply arrangements to deliver value for money procurement outcomes

Financial / Monetary:

• Generate achievement of cost savings to reduce operating expenses according to annual target.

• Conscious about cost efficiency in all activities.

• Provide specific feedback and reports on the progress of saving initiatives.

Customers / Clients (Internal):

• Participate in the Realization & demonstration of the development of the category strategies in close alignment with stakeholders (BUs), including demand related approaches.

• Support planning and execution of category strategies in terms of sourcing, engaging stakeholders and demand planning across functional resources and units.

• Execute assigned and agreed sourcing plans toward strategies and ensure compliance.

• Ensure uninterrupted and efficient flow of materials and services while minimizing inventory.

• Understand the need of target audience and communicates effectively to achieve desired. outcome.

• Demonstrates commitment to customer’s satisfaction by making sure all customer requirements are met.

Supplier / Vendors (External):

• Engage suppliers’ prequalification to include supplier’s enablement in the procurement system.

• Support setting up and implement contractual engagement with suppliers and capture them in the system.

• Contribute to and implement supplier relationship management program in close alignment with stakeholders.

• Conduct supplier’s assessment methodology to provide recommendations of performance efficiency.

• Convey positive image of Panda to its suppliers.

People / Employee (Cross Functional) 

• Offer free capacity to support colleagues from same category group team or outside team whenever needed.

Internal processes (Productivity/Quality/Compliance/reporting) 

• Observe and adhere to implement corporate Procurement governance, regulations, policy and procedures and code of conduct to ensure compliance in managing non-trade products and services related matter.

• Support in generating appropriate analysis such as spend reports.

• Follow up as required with internal customers and suppliers to ensure execution of and compliance with agreed category strategies.

• Build and develop Scope in close alignment with BUs.

Conduct sourcing activities in a professional manner seeking quotations & proposals to fulfill BUs needs.

Experience, Skills & Competencies

• Minimum 3 years ’ experience in (Commercial/Contract Management/Sourcing )
